SIDEWALKS AND PARKING IN CITY:
There have been people parking or partially parking vehicles
on sidewalks. SUGAR CITY CODE 5-2-6 PROBHITED PARKING,
states in part that no person shall park on a sidewalk area. This
also includes sidewalk areas in front of driveways. To avoid
city citations, please see that all sidewalk areas are clear and
handicap accessible. No part of a car should be on a sidewalk. Other items making it difficult for wheelchair access should also be removed from sidewalks. Please review the city’s Parking Ordinance for further information.
MAILBOXES – NEW OR REPLACEMENTS:
If you are replacing mailboxes and posts this summer please be aware of the postal code for dimensions and proper placement of posts and mailboxes. This will also help our public works department when it comes time for snow removal. Proper height and distance from road will help eliminate the possibility for a snowplow coming in contact with your mailbox. Go to https://www.usps.com/manage/mailboxes.htm for more information and a diagram. The best mailbox supports are stable but bend or fall away if a car hits them. If you
are replacing a mailbox currently in a sidewalk please contact city hall to discuss options to make the sidewalk more handicap accessible. The Federal Highway Administration recommends:
- A 4″ x 4″ wooden support or a 2″-diameter standard steel or aluminum pipe.
- Avoid unyielding and potentially dangerous supports, like heavy metal pipes, concrete posts, and farm equipment (e.g., milk cans filled with concrete).
- Bury your post no more than 24″ deep.
- Position your mailbox 41″ to 45″ from the road surface to the bottom of the mailbox or point of mail entry. • Place your mailbox 6″ to 8″ back from the curb. If you do not have a raised curb, contact your local postmaster for guidance.
SUCCESSFUL EASTER CELEBRATION:

ARBOR DAY CELEBRATION: As Sugar City is an official Tree City, USA; the Tree & Beautification Committee will be holding an Arbor Day Celebration on May 13th, 2022 at 10:00 a.m. in Neibaur Park. The public is welcome to attend.
INCREASE IN GARBAGE CAN RATES: PSI is increasing the city’s rates for garbage containers. For one can the rate is increasing from $15.30 to $16.00 and for a second can the rate is increasing from $11.46 to $12.00 Dumpster prices will also increase. Call city hall for more information on dumpsters.
HOLIDAY GARBAGE PICKUP: Garbage pickup for the week of Memorial Day will be Saturday, June 4th.
COMMUNITY BREAKFAST: will be held on July 9th (second Saturday in July) from 7:00 a.m. to 10:00 a.m. at Heritage Park.
SUGAR DAYS CELEBRATION: will be held on July 9th (second Saturday in July) from 11:00 a.m. to 7:00 p.m. at Heritage Park. We will be inviting vendors to sign up to join in the festivities, if you are interested please call City hall for more information. Further information will also be in future newsletters and on the city’s website and Facebook page.
FENCE PERMITS ARE REQUIRED: If you are putting in a new fence this year, remember to come into city hall and fill out a fence permit. There is no fee unless the fence is taller than six feet.
SPRINKLER SYSTEMS: Backflow preventers are required on all sprinkler systems. If you didn’t have a test on your sprinkler system backflow preventer done last year, please have one done this year and return your report to City Hall or email it to ajacobson@sugarcityidaho.gov. This is necessary to ensure that contamination of the water supply will not happen in the event of a pressure loss to the water system. Thank you to those that have already brought in test results. Odd numbered addresses are to be tested in odd numbered years and even numbered addresses are to be tested in even numbered years. If you have an odd numbered address and did not test last year, those need to be tested this year also. Thank you for your cooperation!

**UPDATED PARKING ORDINANCE** Please read the updated parking ordinance in its entirety at https://sugarcityidaho.gov/ under Rules, City Code. Citation and fines may follow failure to comply with city code.
SUGAR CITY CODE 6-1-2 Parking Regulations:
- A. 4. No Parking in Alleys: No person shall stop, stand or park a vehicle or item within an alley except during the necessary, active, and expeditious loading or unloading of merchandise, supplies or materials. Such loading or unloading shall not exceed 20 minutes. A. 5. Parking Trailers, Containers, Drop Boxes and Other Non-Vehicular Items in/on Street Parking Spaces: Unless specifically allowed by permit issued by the Sugar City Public Works Department or other entity with jurisdiction, no person shall stop, stand, park or deposit a trailer, shipping container, storage container, drop box or any other non-vehicular item in and on street parking spaces: Longer than 120 Hours: For a period longer than one hundred twenty (120) consecutive hours, i.e., 5 days, no person shall park a non vehicular item upon any street, alley or public property unless specifically allowed by permit. Movement of a non-vehicular item on a street, alley, or other public property to another area on the same street or within the same block shall constitute continuous and uninterrupted parking or storage in the same location; or
Dangerous to Traffic: In a manner that impedes or renders dangerous the movement of vehicular or pedestrian traffic; or Reflective Devices: Between sunset and sunrise without reflective devices attached on the edge or side of the non-vehicular item nearest the center of the street. The reflective device must be visible for a distance of two hundred feet (200′) from either direction from the trailer, container, drop box or other non-vehicular item.
Failure to Move After One Hundred Twenty (120) Consecutive Hour Period: After one hundred twenty (120) consecutive hours and without specific permission, failure to move a non-vehicular item on a street, alley, or other public property shall be a violation of this code. Movement of a non-vehicular item on a street or within the same block shall constitute continuous and uninterrupted parking or storage in the same location.
WITH SPRING YARDWORK UPON US consider SUGAR CITY CODE 3-2-3 VEHICLES, EQUIPMENT AND PERSONAL PROPERTY which states “No one shall allow any partially dismantled, wrecked, junked, discarded or otherwise non-operating motor vehicle, machinery implement or equipment….to remain on property longer than 14 days…or within city longer than 14 days unless in an enclosed building or so located upon the premises as not to be readily visible from any public place or from any surrounding private property….. “ 1-4-3 INFRACTION Unless otherwise specified, every offense under this code declared to be an infraction is punishable by a penalty of one hundred and fifty dollars ($150.00).
CITY DUMPSTER, ALLEYS & CLEANUP REMINDER: Dumping is NOT allowed in the alleys. Do NOT place any refuse, furniture, yard waste, etc. in alleys. If you have any remaining waste, trash, weeds, etc. in the alleys since previous cleanup, please remove all items to avoid any citations. There is no longer a spring cleanup. City cleanup will be in October. Items can only be placed in alleys two weeks before the fall cleanup. A dumpster is on the west side of Silo Park off of North Front & C Street for items that you need to discard. DO NOT dump, if there is not a dumpster there. Please follow the guidelines below for items regarding dumpster.

BURNING WITHIN THE CITY: County guidelines must be followed. You can register and read regulations for burning at the following website: http://fdmadison.org/.
OTHER ANIMALS IN CITY LIMITS: Please review Sugar City Code 4-4-4 at https://sugarcityidaho.gov/ under “Rules” and “City Code” to review what animals are allowed. Animals other than the listed household pets are not allowed unless they were already approved before Ordinance 318-2016 was adopted on 7/28/16 and a non-conforming animal use permit was approved and continued with annual permit applications and approval. DOGS IN CITY: Only 2 per household are allowed without obtaining approval for a kennel license, which expires at the end of every year. There have been several complaints of dogs without leashes barking at pedestrians and leaving deposits in yards and parks. To avoid fines, please license your pets, keep them on a leash and remove any waste they leave anywhere along your walk. Please keep dogs on a leash at ALL times, even in the parks to avoid city citation and fines. SUGAR CITY CODE 4-4-6 ANIMALS RUNNING AT LARGE:
It is unlawful for any animal or animals to run at large on any of the streets, alleys or public places within the city limits. Any owner or custodian of any animal, who allows the animal to run at large within Sugar City, is guilty of an infraction. Fines are $150.00.
DOG LICENSES: If you did not obtain or renew your dog license in 2021, please come in and purchase a lifetime tag. Licenses are required. Licenses are $15.00 per pet for their lifetime or $10 if you bring in copy of proof of animal being spayed or neutered. We would also appreciate a photo of your pet to put on file.
BUSINESS LICENSES: Business licenses expired Dec 31st. Commercial licenses are $20.00. Home businesses are $10.00.
