NEW PUBLIC WORKS DIRECTOR: We are pleased to welcome Zane Baler to Sugar City as our new public works director. Prior to taking the position in Sugar City, Baler worked for the city of Driggs, where he was responsible for the water system, parks department and the airport. He said he has spent a good portion of his working life in infrastructure construction and was involved in redoing sewer systems in St. Anthony, Ririe and Ashton. He has also served as a volunteer for the ambulance service and fire department in Driggs. Baler said he sees his job as making sure the residents don’t have to worry about city-provided utilities.

In 1919, government officials from across Idaho came to Sugar City to honor Thomas Neibaur. Altogether some 10,000 people showed up to honor the first Idahoan, and first Mormon, to be awarded the Medal of Honor. Sherman Fleek, a retired Army historian, became intensely interested in the Thomas C. Neibaur story and has constructed an in-depth research including a visit to the site in France of the heroic act and has written a book about Mr. Neibaur. 

Sherman Fleek and Paul Kelly visited us a year ago. They visited the park and the sign. They were anxious to do something nicer. Four years ago we began planning a veterans memorial for Neibaur Park. With input from Colonel Fleek and Mr. Kelly, we began to plan. 

The Neibaur family has donated $10,500 toward the monument. The decision was made to install a granite monument, approximately seven feet high and approximately four feet wide. The front of the monument will have a bust of Neibaur engraved and his story printed below. The back will have a list of veterans from this area, consisting of those who attended Sugar-Salem High School and all who live within the school district boundary. 

A committee was appointed, chaired by Harold Harris, and we began accumulating names, thinking that we would have 150-200. Instead of 200 we came up with over 600. The back of the monument has room for 200. We then made a decision to have two smaller monuments, one on each side of the large monument, in order to get all the names on a monument. The two additional monuments will not be completed and installed until late September or early October. 

There has been extensive planning take place for this activity on July 26th. We have invited any guests or dignitaries to enjoy our community breakfast. The plan includes:

Neibaur family reunion at SSHS 

On October 16, 1918, Thomas C. Neibaur’s day of days”, the American attacks captured Còte de Châtillon, though there remained several pockets of German units and many isolated machinegun positions. Neibaur along with two other soldiers, an observer and a loader, volunteered to flank and remove a network of machine guns just over a hundred yards from M Company and 3rd Battalion’s hastily occupied positions. Crawling up a draw between two spurs <http://en.wikipedia.org/wiki/Spur %28mountain%29>, Neibaur’s automatic – rifle team encoutnered a wire obstacle and was then fired upon. Neibaur’s two team 

members were killed and he received three wounds in the right thigh. Passing through the wire entanglements he positioned his automatic rifle behind a dirt berm. Some Germans observed his movement and approximately 50 or so attacked him. He opened fire with his Chau Chat automatic rifle, killing or wounding most of them until his gun jammed, firing some 50 rounds or two and a half clips

Discarding his automatic rifle, he tried to crawl or run downhill some 100 yards to friendly lines and was wounded a fourth time in the hip and fell unconscious. Awaking, he found himself captured by some fifteen or so Germans who had survived the counterattack against him. The Germans had to take cover due to the supporting fire from Neibaur’s M Company. Neibaur then realized that the Germans had dropped on the ground near him, his semi-automatic pistol, the Colt <http://en.wikipedia.org/wiki/Colt%27s Manufacturing Company> made M1911 <http://en.wikipedia.org/wiki/M1911>. He crawled to it and as he did some of the Germans charged him with bayonets, four of whom he killed immediately with his pistol and then within minutes, though wounded four times, he captured eleven Germans and led them to the American lines below.
