DISTINGUISHED CITIZEN AWARD: The city is accepting
nominations for the Distinguished Citizen Award. Nominations
need to be in by October 31. Please give a reason why you
think the person you are nominating is worthy of this award.
WATER METERS: Last meter reading of this year will be taken at the end of this month. To help save money, stop outdoor watering by October 31st.
OPEN HOUSE FOR PRO PEAT FERTILIZER PLANT: The community is invited to an open house for the Pro Peat Fertilizer Plant located north of the business park. lt will be held Wednesday October 26th at 1:00 p.m. at the plant site.
UTILITY FEE INCREASE: Utility fees for water, sewer & garbage will increase starting in October. You will notice the increase on your November billing. Please call if you have questions.
SPEED BUMPS: The city has acquired some speed bunnps that you will soon be seeing placed on some of the roads. We are hoping this helps slow down traffic in areas where there are a lot of pedestrians.
NEW SIDEWALK IMPROVEMENTS: We are happy to have the handicap accessible street corners along Center Street completed. lt has been nice to see the new sidewalk from Heritage Park to the high school being utilized. We have watched many children and adults take advantage of it. We believe this will improve the safety of our residents.
CITY WIDE CLEAN–UP: City clean-up begins October 17. Please do not put items out more than 2 weeks ahead of time. Be courteous and make sure the items set out do not become a public nuisance or are loose to blow in the wind. Thank you for your help in this effort. Since it is expensive for the crews to backtrack, we will be unable to accommodate backtrack requests. Yard waste, appliances, and other items can be set out in the alley. Items may also be placed in front of your home (only in cases of there being no alley). Due to regulations please follow these guidelines for items to be removed or placed in the dumpster.
We cannot pick up:
- leaves and grass clippings unless they are bagged,
- large remodeling materials, roofing, large pieces of concrete and tires,
- hazardous waste such as paint, chemicals, batteries and used oil.
Please cut tree limbs to six–foot lengths or less. Please keep debris awav from fencing or other items to eliminate possible damage to your propertv. lf you have items that you need to discard other than the 2 times a year we provide this service, please note that we have a dumpster in the compound northwest of Elevator Park (where the silo stood).
RECYCLING SURVEY RESPONSE: We have had 59 responses to our survey. 86% would like a recycling program and 71% said they would be willing to pay $8.00/month for the service. Because we needed 125 comnnitted residents, we will not be able to obtain a recycling service at this time. We may take another survey in the future to see if there is an increased interest.

I am pleased to announce that we have hired Rebecca Edwards to be our Code Enforcement Officer. She came to us with over 13 years of experience as a Reserve Police Officer, Animal Control Officer and Code Enforcement Officer. She will begin working on October 3, 2016.
During the first month, we will begin her training on our city codes, and have her go out and introduce herself to you. Once the initial training and introductions are completed we will begin having her concentrate on several items, as follows:
- Contacting all citizens who have non-conforming animals, as per the new animal ordinance, and work with them to complete the permitting process to keep them, if desired.
- Surveying the community to ascertain any Large Vehicle or Parking violations, and begin the process of marking curbs for areas where parking is not allowed.
- Begin working on the animal control process with Madison County, and then reviewing any potential violations.
This effort is in response to the concerns many of you have expressed that we were not enforcing our own city codes. I understand your concerns, and am committed to making this happen so that every citizen is treated the same. I encourage each of you to report to either Wendy or myself at City Hall any problems that you may encounter. Thank you.
